In order to facilitate the movement of traffic and to combat the hazards of snow and ice on the snow emergency routes named in § 260-90 of this article, the Mayor, in his discretion, may declare a snow and ice emergency (designated in this article as a "snow emergency"). Information on the existence of a snow emergency shall be given by the Borough through radio, newspaper or other available media, and information on the termination of the emergency may be given by use of the same media.
After any snow emergency is declared, it shall be unlawful at
any time during the continuance of the emergency for any person:

No person shall park or cause to be parked any vehicle on the
below-listed streets during a snow or ice emergency.

No parking on the North and South side of the street.

A.
If at any time during a period of snow emergency declared under § 260-88 of this article a person shall park a motor vehicle or allow a motor vehicle to remain parked anywhere upon a snow emergency route, that person shall be guilty of a violation of this article and, upon conviction, shall be sentenced to pay a fine of not more than $15 and costs.
B.
If at any time during a period of snow emergency declared under § 260-88 of this article a person shall drive a motor vehicle upon a snow emergency route without having that vehicle equipped with snow tires or chains, that person shall be guilty of a violation of this article and, upon conviction, shall be sentenced to pay a fine of $25 and costs.
As used in this article, the following terms shall have the
meanings indicated:
Full chains, strap chains or other types of chains mounted
on both drive wheels of a motorized vehicle.
Any precipitation depositing any accumulation on the streets,
including snow, sleet, hail, ice and freezing rain.
A state of street condition that is hazardous and dangerous
to vehicular and pedestrian traffic, or so declared by the Safety
Committee of the Borough of Zelienople or such person designated by
the Safety Committee.
Tires having treads designed for use in snow, which tires
must be in such condition as to serve the purpose for which they are
designed.
All self-propelled motorized vehicles licensed to travel
upon the streets, roads and highways of the Zelienople Borough.

A.
The procedures established in this section shall apply from November
1 of each year to March 30 of the following year.
B.
No owner of a vehicle shall leave, park or permit the same to stand
on any Borough street, municipal parking lot, etc., for a period of
time commencing after the accumulation of three or more inches of
snow and continuing until the snow has been removed from the full
width of the Borough street, municipal parking lot, etc.

A.
It shall be unlawful for the owner of a vehicle to allow such vehicle
to remain standing upon any Borough street for longer than 48 consecutive
hours after such vehicle has become snowbound due to snowplows plowing
around the vehicle. Such vehicles shall be presumed to be abandoned.
Abandoned vehicles shall be subject to removal and impoundment.
B.
It shall be unlawful to park any vehicle or permit any vehicle to
be parked in a manner that obstructs snow removal by failing to leave
adequate room for passage of snowplows. Vehicles so parked are subject
to impoundment.

During any such time after snow has accumulated to a depth of
four or more inches within a period of 24 hours, any person, firm,
organization or entity operating or causing to be operated a vehicle
which is not equipped with snow tires or chains upon any street, road
or highway within the boundaries of the Borough, resulting in such
vehicle becoming stalled or incapable of moving under its own power,
or who leaves such vehicle abandoned or unattended on any street,
road or highway within the boundaries of the Borough as a result of
its inability to move under its own power because of its failure to
be equipped with snow tires or chains, shall be in violation of this
article and shall be subject to the penalties and fines set forth
herein.
Any person, firm or corporation who shall violate this article
shall, upon conviction thereof, be sentenced to pay a fine of not
more than $600 plus costs and, in default of said fine and costs,
to a term of imprisonment not to exceed 30 days.
This article is not intended to repeal any other ordinance or
parts of ordinances now existing which pertain to the maintenance,
use or regulation of the various streets, roads or highways of the
Borough, except to the extent that this article is deemed to be in
specific conflict with the provisions of any such other ordinance.
A.
It is not the intention of this article to be punitive in nature
but is enacted to assure the continued safe passage of pedestrians,
vehicular traffic, food and fuel supplies, medical care, fire, health
and police protection and other vital services and facilities of the
Borough.
B.
It is therefore the desire of Council that residents of the Borough
who have parked their vehicles on Borough streets will cooperate and
remove such vehicles when a snowplowing and/or removal condition has
been announced and/or when they see a snowplow operating in the area.
