Pursuant to the authority vested in the Town Board of the Town of Smithtown by § 1660-a of the New York State Vehicle and Traffic Law, the Town Board of the Town of Smithtown, with respect to parking areas and driveways of a hospital parking areas of a shopping center; the parking areas and private streets or roads of a private apartment house complex; the parking areas. driveways, streets and roads of a private condominium complex or fire station; or private streets, roadways or driveways of an industrial park or industrial complex, and pursuant to the written request of either the owner or the person in general charge of the operation or control of such area or the Fire Chief of the Fire Department serving such area, hereby adopts the following regulations:
A. 
In any parking area listed in Schedule K, no vehicle shall be parked:
(1) 
In any manner other than as designated on the surface thereof by appropriate markings.
(2) 
In any manner other than directed by appropriate signs.
(3) 
In any designated fire-zone area.
(4) 
In any designated handicapped parking space.

B. 
Additional traffic and parking regulations for the parking areas listed in Schedule K shall be as indicated in said schedule.
C. 
Upon request of either the owner or the person in general charge of the operation and control of such area, the Town of Smithtown may provide for the removal and storage of vehicles parked or abandoned in any such area herein described during snow storms, floods, fires or other public emergencies or found unattended in any such area, where they constitute an obstruction to traffic or where stopping, standing or parking is prohibited. The owner requesting such service shall be required to make payment of reasonable charges for such removal and storage.
The areas owned or leased by the Town of Smithtown and described in Schedule L are Town parking fields, and the parking, standing and stopping of vehicles in such fields shall be subject to the restrictions and regulations indicated in said schedule and the following:
A. 
In parking areas, or parts thereof, designated as "commuter parking," no vehicle shall be parked unless the vehicle displays an official resident parking permit issued by the Town Clerk's office or the Parks Department, which is displayed on the left rear window of said vehicle.

B. 
In parking areas, or parts thereof, designated as "parks and beaches":

(1) 
Except as otherwise provided, no vehicle shall be parked unless the vehicle displays an official resident parking permit issued by the Town Clerk's office or the Parks Department which is displayed on the left rear window of said vehicle.
(2) 
No vehicle shall be parked at any park or beach between 1/2 hour after sunset and sunrise of the following day, except as otherwise authorized under Schedule L or Subsection B(3).
(3) 
The overnight parking of vehicles between 1/2 hour after sunset and sunrise of the following day will be permitted for vehicles of campers, boaters and fishermen with permits issued by the Town Clerk or the Parks Department and displaying an official resident parking permit or vehicles bearing Smithtown Bay Yacht Club stickers. Overnight parking of vehicles by campers, boaters or fishermen pursuant to this subsection shall only be authorized while occupants of the vehicles are actively engaged in such permitted activity.
C. 
In parking areas, or parts thereof, designated as "Town Hall employee parking," no vehicle shall be parked unless the vehicle displays a current official Town Hall employee parking permit issued by the Town Clerk's office, which is displayed on the left rear bumper of said vehicle.
D. 
In parking areas designated as "commuter, parks or beaches, library or municipal parking areas;" no vehicle shall be parked longer than 24 hours.
E. 
In parking areas designated as "metered parking," the parking of vehicles shall be subject to the provisions of Chapter 3, Parking Regulations, Article III, Metered Parking, of this Code.
F. 
In any parking area listed in Schedule L no vehicle shall be parked:
(1) 
In any manner other than as designated on the surface by appropriate markings.
(2) 
In any manner other than as designated by the appropriate signs.
(3) 
In any designated fire-zone area.
(4) 
In any designated handicapped parking space.

The parking and storing of vehicles on town sidewalks and public rights-of-way shall be restricted and regulated as follows:
A. 
No vehicle may be parked and/or stored partially or completely on a sidewalk.
B. 
No vehicle may be parked and/or stored partially or completely on the public right-of-way without written permission from the Town Board. For the purpose of this section, the "public right-of-way" shall be defined as that area between the private property line and the abutting street.
