Subject to the provisions of the Pennsylvania Motor Vehicle Code, § 6109(a),[2] as supplemented and amended, and pursuant to the general power that a second class Township may take all needful means for securing the safety of persons or property within the Township, as provided by the Act of May 1, 1933, P.L. 103, as supplemented and amended (53 P.S. § 66527), speeds of motor vehicles of any type or kind in excess of 25 miles per hour shall be unlawful at any time upon the following streets and highways in Upper Burrell Township, Westmoreland County, Pennsylvania, save and except those listed in § 320-2 below and those roads, streets, and highways under the jurisdiction of the State of Pennsylvania and County of Westmoreland;

The proper officers of said Township be and the same are hereby authorized and directed to purchase, erect and maintain proper and legal signs to give notice of the speed limit and regulations herein enacted.
Any person or persons who shall violate any of the provisions of §§ 320-1 and 320-2 hereof shall, upon summary conviction thereof before a Magisterial District Judge, be sentenced to pay a fine of $35, plus $2 per mile for each mile in excess of five miles per hour over the maximum speed limit.
