It shall be deemed a snow event in the Township of Upper Burrell whenever the National Weather Service has predicated an accumulation of snow within a twenty-four-hour period from November 1 to April 15 of each year. A snow event shall remain in effect at all times during which the National Weather Service has predicted an accumulation of snow within a twenty-four-hour period and for 48 hours thereafter.
A. 
During the snow event, it shall be unlawful to park on any Township street or to park around any cul-de-sac posted with "No Parking/Winter Maintenance" signs.
B. 
Said sign shall be posted and erected at such locations as the Road Department deems necessary to carry out the purpose and intent of this article.
C. 
The proper Township Officials or employees are hereby directed to post signs stating the following (or similar) language:

ON STREET
DURING SNOW EVENTS
NOVEMBER 1 TO APRIL 15
WINTER
MAINTENANCE

This article will not apply if a property owner is having a party or function at their house. All residents are urged to park in their driveways in order for the Township to plow the streets.
During the snow event, it shall be unlawful for any person or persons to deposit snow onto the cartway of any Township street, by shoveling, snow blowing, plowing or by any other means.
Unless another penalty is expressly provided by the Pennsylvania Vehicle Code, any person or registered owner of any vehicle who or which violates any provision of this article shall, upon conviction thereof, and upon having been given warning for a first offense, be sentenced to pay a fine of $50 for a second offense, $100 for a third offense and $300 for each offense thereafter, plus costs of prosecution and costs for the towing and storage of vehicles as applicable. The Board of Supervisors may amend the penalties and signage from time to time by resolution.
