This chapter shall be deemed and construed to be an exercise of the police power of the City of Laconia in the State of New Hampshire for the preservation and protection of public safety, and all of its provisions shall be liberally construed with a view to the effectuation of such purposes.
Nothing in this chapter shall apply to fire apparatus, police cars, emergency management vehicles, funeral cars, ambulances or vehicles or cars officially used in connection with any City department or City business, but such vehicles shall at all times be operated and otherwise handled in a reasonable manner under the circumstances.
For the purpose of this chapter, the following terms shall have the meanings indicated:
EMBARKING AND DISEMBARKING
The act of going aboard a vessel and the act of coming ashore from vessel.
OPERATOR
Every individual who shall operate a vehicle as the owner thereof, as the agent, employee or permittee of the owner or is in actual physical control of a vehicle.
PARKING METER
Any mechanical device or meter, not inconsistent with this chapter, placed or erected for the regulation of parking by authority of this chapter. Each parking meter installed shall indicate the proper legend and the legal parking time established by the City and, when operated, shall at all times indicate the balance of legal parking time and, at the expiration of such period, shall indicate illegal or overtime parking.
PARKING METER SPACE
Any space adjacent to a parking meter which is duly designated for the parking of a single vehicle by lines painted or otherwise durably marked on the curb or on the surface of the street adjacent to the parking meters.
PERSON
Any individual, firm, partnership, association or corporation.
STREET
Any public street, avenue, road, parking lot, alley, highway, lane, path or other public place located in the City of Laconia and established for use of vehicles.
TRAFFIC CONTROL DEVICES
Any signal, sign or marking that conforms in size, shape, color and wording to those listed in the Uniform Traffic Control Manual and utilized to regulate pedestrians when walking, and motor vehicles when traveling and/or parking.
The Laconia City Council is hereby authorized to adopt traffic regulations and to direct the installation and placement of traffic control devices for the preservation and protection of public safety. New Hampshire Revised Statutes Annotated Chapter 265, as amended, is hereby adopted in its entirety as the rules of the road for the City of Laconia.
A. 
The driver of any vehicle shall obey the instructions of any traffic control device applicable thereto placed as provided by law, unless otherwise directed by a traffic or police officer, subject to the exceptions granted the driver of an authorized emergency vehicle in this chapter.
B. 
No provision of this chapter for which signs are required shall be enforced against an alleged violator if, at the time and place of the alleged violation, an official sign is not in proper position and sufficiently legible to be seen by an ordinarily observant person.
C. 
Whenever traffic control devices are placed in position approximately conforming to the requirements of this chapter, such devices shall be presumed to have been so placed by the official act or direction of lawful authority, unless the contrary shall be established by competent evidence.
