The provisions of this article shall apply except when it is
necessary to stop a vehicle to avoid conflict with other traffic or
in compliance with the directions of a police officer or official
traffic control device.
No person shall park a vehicle at any time, at any location,
upon any street or parts thereof where such parking has been prohibited
at all times by a lawfully installed traffic control device.
No person shall stop a vehicle upon any street or parts of streets
where such stopping has been prohibited at all times or for part of
the time, at any location, by a lawfully installed traffic control
device.
No person shall stand a vehicle upon any street or parts of
streets where such standing has been prohibited at all times or for
part of the time, at any location, by a lawfully installed traffic
control device.
No person shall park a vehicle, upon any street or parts of
streets, between the hours specified, at any location, by a lawfully
installed traffic control device.
No person shall stop a vehicle upon any street or parts of streets,
at any location, during the times specified on the lawfully installed
traffic control device.
No person shall stand a vehicle upon any street or parts of
streets, at any location, during the times specified on the lawfully
installed traffic control device.
No person shall park a vehicle upon any street or parts of streets,
at any location, for longer than the time limit indicated by the legend
on the lawfully installed traffic control device.

A.
No person shall park a vehicle upon any of the streets or parts thereof
except at the angle designated and only within the painted stall lines,
when such parking is permitted by a lawfully installed traffic control
device.
B.
On all streets or portions thereof where angle parking is now or
shall hereafter be authorized, all vehicles parked thereon shall be
parked with the front thereof nearest the curb. No vehicle with an
overall length of more than 20 feet shall park in a diagonal parking
space unless said vehicle is actually being loaded or unloaded.

Angled
parking is allowed in front of the properties of 35 to 53 Winnisquam
Avenue.
A.
The City may designate certain locations as loading zones by the
lawful installation of a traffic control sign.
B.
No truck or other vehicle shall stop or stand to deliver or pick
up merchandise, freight or other goods unless said vehicle is parked
in a designated loading zone at the curb or parking space or in such
manner that it does not project into or obstruct the traveled way.
The City may designate suitable areas in the business district
for the parking of bicycles and shall install in such areas appropriate
racks in which bicycles may be parked.
A.
Parking time limits at all City parking lots shall be determined
at the discretion of the City Council.
B.
There shall be no overnight parking in any City parking lots.
C.
No bicycles shall park in the parking garage located on Beacon Street
East.
D.
Parking shall be permitted all day in all City parking lots except as limited in Subsections E and F below.
E.
Motor vehicles shall not exit from the northerly entrance of the
municipal lot adjacent to Beacon Street West.
A.
"Fifteen-minute parking" shall mean that no vehicle shall stop or
stand for more than 15 minutes at a time from 9:00 a.m. until 6:00
p.m. on a Monday, Tuesday, Wednesday, Thursday and Saturday or from
9:00 a.m. until 8:00 p.m. on a Friday, holidays and Sunday excepted,
unless otherwise ordered.
B.
"Thirty-minute parking" shall mean that no vehicle shall stop or
stand for more than 30 minutes at a time from 9:00 a.m. until 6:00
p.m. on Monday, Tuesday, Wednesday, Thursday and Saturday or from
9:00 a.m. until 8:00 p.m. on a Friday, holidays and Sundays excepted,
unless otherwise ordered.
C.
"One-hour parking" shall mean that no vehicle shall stop or stand
for more than one hour at a time from 9:00 a.m. until 6:00 p.m. on
Monday, Tuesday, Wednesday, Thursday and Saturday or from 9:00 a.m.
until 8:00 p.m. on a Friday, holidays and Sundays excepted, unless
otherwise ordered.
D.
"Two-hour parking" shall mean that no vehicle shall stop or stand
for more than two hours at a time from 9:00 a.m. until 6:00 p.m. on
Monday, Tuesday, Wednesday, Thursday and Saturday or from 9:00 a.m.
until 8:00 p.m. on a Friday, holidays and Sundays excepted, unless
otherwise ordered.
A.
No vehicle shall be parked on a public street to remain continuously
so parked during the period from 12:00 midnight to sunrise, except
in case of emergency, and any vehicle so parked during the period
from 12:00 midnight to sunrise shall, at the discretion of the Police
Department, be towed away at the expense of the owner of said vehicle.
B.
No part of any two-wheeled vehicle shall extend beyond the width
of the space, as defined by the parking stripes, or beyond the limits
of the length of the space, as defined by the curb, sidewalk or other
designation on one end and the ends of the painted lines on the other.

A.
No vehicle shall be parked on a public street between the hours of
12:00 midnight and 6:30 a.m. from November 1 to May 1, unless parking
is otherwise prohibited during all other hours due to the declaration
of a snow emergency. In addition to the penalties provided by this
chapter, any vehicle found parked contrary to the provisions of this
section shall, at the discretion of the Police Department or the Public
Works Department, be towed away at the expense of the owner of said
vehicle. At such time as the Chief of Police may deem it reasonable
to dismiss the parking restriction before May 1, he shall have the
authority to do so after consultation with the City Manager and Public
Works Department.
B.
The Chief of Police or the Public Works Director shall have the authority
to declare a snow emergency parking restriction after consultation
with the City Manager. No vehicle shall be parked on a public street
at any time during which such snow emergency parking restriction is
in force. The Chief of Police, or his designee, shall be responsible
for notifying the public of said emergency by means of mass communication.
