This chapter shall be known and may be cited as the "Ordinance Governing Mobile Home Parks for the Town of Chesapeake Beach in Calvert County, Maryland."
This chapter establishes requirements for the design, construction, alteration, extension and maintenance of mobile home parks and related utilities and facilities; specifies procedures for review and approval of mobile home parks; and provides for the administration of this chapter, for fees for services in connection therewith, and for the enforcement of these regulations.
The purpose of this chapter is the promotion of the public health, safety, morals, or the general welfare by:
A. 
Encouraging the most appropriate use of land.
B. 
Preventing the overcrowding of land.
C. 
Conserving the value of land and buildings.
D. 
Lessening congestion in the roads and streets.
E. 
Avoiding undue congestion of population.
F. 
Providing for adequate light and air.
G. 
Securing safety from fire, panic, and other dangers.
H. 
Facilitating the adequate provision of transportation, water, sewerage, and other public facilities.
In interpreting and applying the provisions of this chapter, they shall be held to be the minimum requirements for the protection of the public health, morals, safety, comfort, convenience, and general welfare. This chapter shall not be deemed to interfere with, abrogate, annul, or otherwise affect in any manner whatsoever any easements, covenants, or other agreements between parties; provided, however, that where this chapter imposes greater restrictions than are imposed or required by any statute, other ordinances, rules, regulations, or permits, or by easements, covenants, or agreements, the provisions of this chapter shall prevail. Where the restrictions imposed or required by any statutes, other ordinances, rules, regulations, or permits, or by easements, covenants, or agreements are greater, the restrictions imposed or required by statute, other ordinance, rules, regulations, or permits, or by easements, covenants, or agreements shall be controlling.
