Administration of government — See Ch. 7.
In exercising its Charter authority to establish and abolish
those agencies, boards and commissions not established by the Charter,
the Town Council shall hold a public hearing at least 10 calendar
days before such proposed action. The provisions of this section are
not applicable to agencies, boards or commissions created exclusively
by the Mayor.
A.
Agencies, boards and commissions which are established solely under
the authority of the Mayor, without an authorizing ordinance of the
Town Council, may not promulgate regulations of general public applicability.
B.
Agencies, boards and commissions which are established by an authorizing
ordinance may only promulgate regulations of general public applicability
to the extent such authority is specifically delegated to such body,
by ordinance.
Except to the extent such rules are provided by ordinance, all
agencies, boards and commissions shall be authorized to establish
their own rules of procedure.
