The Mayor, elected as provided by the Charter for four years beginning July 1, 1982, shall be paid an annual salary, as provided in the Salary Ordinance, in the same manner as all other officers and employees.
A. 
Whenever the Mayor is to be absent from the City or is otherwise unable to perform the duties of his/her office, he/she shall appoint the Business Administrator, another department head or the Clerk to serve as Acting Mayor, without additional compensation but with all other rights, powers and duties of the Mayor. Whenever such absence or other inability shall have extended for 60 consecutive days, the Council shall appoint an Acting Mayor, who shall succeed to all the rights, powers and duties of the Mayor or the then-Acting Mayor.
(1) 
In the case of an absence, the Mayor shall provide in writing, his/her appointment of the Acting Mayor with a copy of said designation to the City Clerk and to City Council.

B. 
When a vacancy in the office of Mayor has occurred as provided in N.J.S.A. 40A:16-3, the office shall be filled by an election for the remainder of the unexpired term in accordance with the provisions of the Municipal Vacancy Law (N.J.S.A. 40:16-1 et seq.).
A. 
The Mayor shall be the chief executive of the City and shall:
(1) 
Enforce the City Charter and ordinances and all applicable general laws.
(2) 
Supervise and direct the Business Administrator.

(3) 
Require each department to make an annual and such other report of its work as he/she may deem desirable.
(4) 
Appoint the Business Administrator and all other department heads with the advice and consent of the Council and remove them subject to Council disapproval, as provided in Section 43(c) of the Optional Municipal Charter Law.
(5) 
Appoint the members of boards and commissions when so authorized by ordinance or general law and any other officers or employees whose manner of appointment is not otherwise specified in the Charter or by ordinance.
(6) 
Submit an annual budget to the Council on or before January 15.
(7) 
Make such recommendations for Council action as he/she may deem to be in the public interest.
(8) 
Report annually in January to the Council and the public on the work of the previous year and the condition and requirements of the City government.
(9) 
Approve all Council ordinances, allow them to take effect without his approval or exercise his veto.
B. 
Further, the Mayor may:
(1) 
Attend all meetings and conferences of the Council and take part in discussions without vote.
(2) 
Cast the deciding vote in case of a tie on the question of filling a vacancy in the Council.

Pursuant to N.J.S.A. 40:69A-37.1, by or before the 20th day of each calendar month, the Mayor or his designee shall provide the members of City Council with the name, job title, annual salary and departmental assignment of each employee who has been hired, rehired or appointed through the City administration or who has left the service of the City for any reason during the previous calendar month.
