There shall be a Department of Revenue and Finance, the head of which shall be the Director of Revenue and Finance. Prior to his appointment, he shall have been qualified by training and experience in government administration, management and finance. He shall be appointed by the Mayor with the advice and consent of the Council and shall serve during the term of office of the Mayor appointing him and until the appointment of his successor. He shall receive such compensation as may be fixed by ordinance.
The Department shall perform all appropriate functions associated with:
A. 
Tax billing and collection.
B. 
Billing and collection of general revenues and utility charges.
C. 
Custody, investment and disbursement of City moneys.
D. 
General and budgetary accounting and fiscal controls and such other duties as may be assigned.
E. 
The supervision of local transit vehicles.

The supervision of marine transportation activities.

G. 
The supervision of parking facilities.

Serving as the City's liaison with the New Jersey Department of Transportation.

Serving as the City's liaison with the Atlantic County Transportation Authority and other such duties as may be assigned.

The Department shall be organized pursuant to a plan approved in § 4-34B. The Department shall consist of:

The Office of the Director Division.

The Chief Financial Officer shall be appointed by the governing body pursuant to N.J.S.A. 40A:9-140.10.
B. 
Comptroller Division.
C. 
Tax and Revenue Collection Division.

The Tax Collector shall be appointed by the Mayor, with the advice and consent of Council, pursuant to N.J.S.A. 40A:9-141.
