[HISTORY: Adopted by the Board of Commissioners (now City Council) of the City of Atlantic City 12-21-1978 by Ord. No. 84-1978. (On July 1, 1982, the City of Atlantic City changed its form of government from a Board of Commissioners to a Mayor-Council in accordance with N.J.S.A. 40:69A-1 et seq. Therefore, all references to Board of Commissioners within this chapter were changed to City Council.) Amendments noted where applicable.]

There is hereby created a Commission, to be known as the "Human Relations Commission," which shall consist of not less than seven nor more than 15 members, to be appointed by the Mayor of the City of Atlantic City, all to serve without compensation.
All appointments to the Commission shall be for a term of three years, except that upon the original organization of the Commission, one-third of the membership shall be appointed for a term of one year, one-third of the commissioners for a term of two years and one-third of the commissioners and any odd number for a term of three years. Thereafter, the term of each member shall be for three years, and each commissioner shall serve until his successor is duly appointed and qualified. Any unexpired term shall be for the unexpired term of said commissioner only.
The Mayor shall designate the Chairman of said Human Relations Commission, who shall serve as Chairman for the period of his appointment, and the Human Relations Commission shall select a Vice Chairman and such other officers from its members as the Human Relations Commission may determine.
A. 
The Human Relations Commission shall act in an advisory capacity to the City Council of the City of Atlantic City and shall attempt to foster, through community effort or otherwise, good will, cooperation and conciliation among the groups and elements of the inhabitants of the community and make recommendations to the Mayor and the City Council for the development of policies and procedures in general and for programs of formal and informal education that will aid and eliminate all types of discrimination based on, but not limited to, race, creed, color, national origin, ancestry or age. The Human Relations Commission shall perform such functions as are more particularly set forth in the statute of the State of New Jersey known as the "Law Against Discrimination" (N.J.S.A. 10:5-1 et seq.).
B. 
The Human Relations Commission shall, in conjunction with and in cooperation with other city departments and state and federal agencies, develop programs that will promote the health, education, welfare, employment, economics, recreation and the total prosperity of all segments of the people of the City of Atlantic City.
The Human Relations Commission shall make an annual report, in December, to the Mayor and City Council of its activities and make such recommendations periodically as may be necessary to carry out the purposes of this chapter.
