A. The City Council of the City of Atlantic shall by resolution authorize
the Clerk of the City of Atlantic City to establish applications for
three commercial licenses which shall be made available to three qualified
residents of the City of Atlantic City.
B. The City Council of the City of Atlantic shall by resolution authorize
the Clerk of the City of Atlantic City to establish applications for
noncommercial licenses which shall permit qualified individuals to
ride horses on designated routes.
The licensees shall be able to operate the business from the
hours of 7:00 a.m. to 5:00 p.m. from October 1 through May 1 which
routes are to be established as follows:
A. From Steel Pier to Central Pier;
B. From Central Pier to The Pier at Caesars; and

C. From The Pier at Caesars to Jackson Avenue.

At no time will horses be allowed on the Boardwalk, and all
licensees are responsible for the health, safety, maintenance, including
the cleanup, from the use of the horses and/or ponies on the beaches
of the City of Atlantic City.
Each licensee shall be required, on a monthly basis, to provide
an update of the safety requirements as it shall establish, and the
municipality shall have the right to revoke said license for any violations
of the safety features provided or for failure to comply with the
maintenance and cleanup of the horses associated with such activities.
The licenses must be renewed each year with the applicant providing
documentation showing his or her status as a qualified Atlantic City
resident and demonstrating that it is in good standing in compliance
with the terms and conditions of this article.
The fee for the first years of operation shall be 10% of the
gross revenues generated from such activities, and thereafter, the
license fee shall be a flat fee of $_____.
