It shall be unlawful for any person to use and/or operate any boat on the Atlantic Ocean as far as the jurisdiction of the City of Atlantic City extends, on and along the beach and oceanfront of said city, for the purpose of soliciting and or advertising purposes or for any other purpose, and using a broadcasting system, radio, phonograph or other sound-creating device, whether the purpose for which same is for profit or without profit.
As used in this article, the following terms shall have the meanings indicated:
PERSON
Includes persons, firms, associations, copartnerships, corporations and the agents, employees and servants of such persons, firms, associations and copartnerships, and the officers, agents, employees and representatives of such corporations.
This Article is hereby declared to be necessary as a health and public safety measure in order to eliminate the nuisance created by the noise incident to the use of all types of sound- and noise-making devices now used on boats for the purpose of attraction and advertisement, or otherwise, which practice is hereby declared to be a nuisance.

Any person violating § 99-5 of this article shall, upon conviction thereof, pay a fine not exceeding $2,000 or be imprisoned in the City or county jail for a period not exceeding 90 days, or both.
