The use of horses and/or horse-drawn vehicles within the city limits of the City of Atlantic City on any public street, thoroughfare or alleyway is hereby prohibited except as provided for in § 150-2 of this chapter.
The use of horses and/or horse-drawn vehicles on the public streets, thoroughfares and alleyways of the City of Atlantic City may be permitted upon the issuance of a special permit by the City Council or the officer so designated by the Council for issuing said permits for parades or other special events. It shall be the responsibility of the person or entity obtaining such a permit to remove all droppings or other waste materials in connection with the use of said horses or horse-drawn vehicles on the public streets immediately following the parade or event.
Nothing herein shall preclude the use of horses or horse-drawn vehicles by the appropriate police powers of the state or municipality in the exercise of crowd control in the case of an emergency or other event necessitating such action.
