The offices of all City officers shall be open every day, except Saturdays, Sundays and legal holidays, from 9:00 a.m. to 4:00 p.m.
The records, books, files, papers and documents of the City shall, during office hours, be open to the search, inspection and examination of the public; provided, however, that if, in any case, the officer having charge of the same deems it conducive to the public interest, he may require the applicant to procure the written permission of the Mayor, who may refuse to give such permission if he deems it proper, unless such search, inspection and examination is for the purpose of obtaining information for the prosecution or defense of a right at law or for the purpose of ascertaining taxes or assessments. Such search, inspection and examination shall be made under such regulations as the officer who has custody of such records, books and documents shall establish for the safety and preservation thereof.
All the books, maps, papers, accounts, statements, vouchers and other documents in any City office which may from time to time accumulate therein or which belong or appertain thereto shall be carefully and conveniently filed, kept and preserved in the respective offices and be and remain the sole property of the Mayor and Council of the City of Hoboken and shall not at any time be removed from the offices, except when required for use in the official business of the City, and shall then be returned to the office to which they belong without delay. Each City officer shall see that the requirements of this section are complied with in respect to his particular office.
All licenses granted by the Mayor and Council shall be registered in books to be kept in the office of the Municipal Clerk. All permits granted by any City officer shall be registered in books to be kept in the office of the City officer issuing such permit.
