All sales at public auction within the City shall be made by a licensed auctioneer.
An auctioneer's license shall designate the place at which the licensee is authorized to carry on such business; but on special occasions, such licensee may act as an auctioneer at any other place where his services may be required.
Provisions of this chapter pertaining to auctions and auctioneers shall not apply to sales made at public auction under and by virtue of legal process.

An auctioneer's license shall be accompanied by a liability bond of $1,000, in favor of the City of Hoboken.
