There shall be a Department of Engineering, the Director of
which shall be the Borough Engineer.
The Director shall:
A.Â
Prepare, or cause to be prepared, plans and specifications for public
works and improvements undertaken by the Borough, either by Borough
employees or by public contract.
B.Â
Ascertain conformity with all public works contract provisions and
certify the amounts due and payable thereunder.
C.Â
Provide and maintain surveys, maps, plans, specifications and operating
records with respect to public works and facilities owned or operated
by the Borough.
D.Â
Study and report upon the technical requirements of streetlighting
and sewer maintenance.
E.Â
Supervise and enforce the Borough's interest in public contracts
for fire hydrant service, streetlighting and sewer maintenance.
F.Â
Provide technical and engineering advice and assistance to other
Borough departments as needed.
G.Â
Issue certificates as to approval of land subdivision by the Planning
Board, pursuant to the State Municipal Planning Act (N.J.S.A. 40:55-1.24),[1] and to charge and collect the fees as provided by law.
Such fees are to be submitted to the Borough Treasurer and then returned
to the Engineer upon presentation of a voucher duly sworn according
to law for 50% of the amount collected and submitted.

Have no authority to approve without securing prior approval of the
Council any change order except in accordance with the provisions
of this code and law.
