Any person rendering any payment whatsoever to the Borough for
rents, charges, fees, fines or costs who issues a check which is not
honored for any reason whatsoever shall pay a returned check fee in
the amount of $20, which shall be collected at the time of redeposit
of such check or alternate payment on account of such check.
If a check which has been returned without payment to the Borough
is redeposited at the request of the issuer thereof and the check
again fails to clear, a fee of $25 shall be collected from the issuer
of such check.
