It shall be unlawful for any solicitor or canvasser to engage in business within the Borough without first obtaining a license.
As used in this article, the following terms shall have the meanings indicated:
SOLICITOR or CANVASSER
A person, whether or not a resident of the Borough, traveling either by foot, wagon, automobile, motor truck, or any other type of conveyance, from place to place, from house to house or from street to street, taking or attempting to take orders for sale of goods, wares and merchandise, personal property of any nature whatsoever for future delivery, or for services to be furnished or performed in the future, whether or not the individual has, carries or exposes for sale a sample of the subject of the sale, with or without accepting an advance payment for the goods. The term "solicitor" shall also include any person who may be taking a poll or a survey from house to house or on the streets, or distributing advertisements or handbills.
This article shall not apply to a person who has obtained a charitable solicitor's permit in accordance with Article III of this chapter, nor shall it apply to a person distributing literature or handbills on behalf of a candidate for public office, nor on behalf of any nonprofit association or organization of the Borough.
In addition to the information required by § 127-2 of Chapter 127, Licensing, the application for a solicitor's license shall indicate the place where the goods or property proposed to be sold or orders taken for their sale are manufactured or produced, where the goods or products are located at the time the application is filed and the proposed method of delivery.
The license fee shall be as set forth in § 91-6 of Chapter 91, Fees.
The Clerk shall issue to each licensee at the time of delivery of his license a badge which shall contain the words "Licensed Solicitor," the period for which the license is issued and the number of the license in letters and figures easily discernible from a distance of 10 feet. During the time the licensee is engaged in soliciting, the badge shall be worn constantly by the licensee on the front of his outer garment in such a way as to be conspicuous.

No soliciting or canvassing activities shall be conducted before 9:00 a.m. or after 9:00 p.m., nor on Sundays or holidays.
