A. 
Designated areas.
(1) 
The Traffic Safety Section of the Division of Police shall file with the Director of Public Safety an individual plan for each parking yard and parking place which is open to the public or to which the public is invited and to which this section shall be applicable. Such plan shall clearly designate those areas of the parking yards and those parking spaces which are to be designated as no parking any time zones.
(2) 
Upon receipt of the individual plan from the Traffic Safety Section, the Director of Public Safety shall cause the no parking any time zones as set forth on the individual plans shall be marked with appropriate no parking any time signs and other no parking any time designations in accordance with N.J.S.A. 39-1 et seq. The cost of the purchase, installation and maintenance of such signs and designations shall be borne by the owner and/or operator of the parking yard and parking place.
(3) 
No person shall park a vehicle in any restricted area of the parking yards or parking places described in Schedule XV, attached to and made a part of this chapter.
B. 
Public record. The Director of Public Safety shall cause the plan to be filed in the office of the Borough Clerk as a public document and also to be filed in the records of the Police Department. Additionally, the Director of Public Safety shall cause a copy of the plan to be filed with and made a record of the Department of Transportation of the State of New Jersey.
A. 
In accordance with the provisions of N.J.S.A. 40:48-2.46, the private properties listed below that are open to the public and to which the public is invited shall have the following traffic regulations apply:
(1) 
ShopRite — Old Stage Road.
(a) 
Restricted parking. All vehicles must park only in the designated areas and between the lines provided. No person shall park a vehicle any time upon any of the roadways.
(b) 
Through drives. The following drives or parts of drives are hereby designated as through drives. Stop signs shall be installed on the near right side of each drive intersecting the through drive.

Main Drive: entire length.

"B" Drive: between Old State and "A" Drive.
(c) 
Stop intersections.
[1] 
"A" Drive and "B" Drive, stop on "B" Drive.
[2] 
"A" Drive and "D" Drive, stop on "D" Drive.
(d) 
Loading zone. As designated as per site plan (dock areas).
(e) 
Lane use reservation. Traffic shall move only as on site plan.
(f) 
Speed limits. The speed limit for all directions of traffic in the parking lots and roadway lanes and drives shall be 15 miles per hour.
(g) 
Tow away. Any vehicle parked or standing so as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, pedestrian walkways or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.
(2) 
Parking permitted on semipublic or private roads or parking areas.

(a) 
Snowhill Plaza — Snowhill Street. All vehicles shall park only in designated areas and between the lines provided.
(b) 
Parking shall be prohibited at all times on semipublic or privately owned roadways and parking areas as follows: within the entire driveway area between the existing building on Lot 3, Block 15 and the existing building on Lot 4, Block 15, from the point where the buildings intersect with the sidewalk along Snowhill Street and proceeding northerly for a distance of 150 feet.

(c) 
Tow away. Any vehicle parked or standing so as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, pedestrian walkways or presenting in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.

(3) 
Renaissance Square — Main Street.

(a) 
Restricted parking. All vehicles must park only in the designated areas and between the lines provided. No person shall park a vehicle at any time upon any of the roadways.
(b) 
Through drives. The following drives or parts of drives are hereby designated as through drives. Stop signs shall be installed on the near right side of each drive intersecting the through drive.

No stopping/standing: entire length of the front of building #1, beginning at the front of the southeast corner of building #1 running southeasterly for a distance of 225 feet to the southwest corner.
(j) 
No left turn: At the stop intersection of Main Street and Drive "A," on Drive "A."
(4) 
Sheila Foods Shopping Plaza — 508 Main Street.

(a) 
Restricted parking. All vehicles must park only in the designated areas and between the lines provided. No person shall park a vehicle any time upon any of the roadways.
(b) 
Through drives. The following drives or parts of drives are hereby designated as through drives. Stop signs shall be installed on the near right side of each drive intersecting the through drive.

B. 
Installation and maintenance of signs and pavement markings. The owners of such private premises shall provide and install signs and pavement markings as required. These signs and markings shall conform to the current Manual of Uniform Control Devices. The cost of procurement and installation of the signs and pavement markings shall be the responsibility of the owner of such property. The owner shall maintain such signs and pavement markings in good condition at no cost or expense to the Borough. The owner shall be responsible for the repair, restoration or replacement of same. Work shall be checked by the Police Department to insure installations meet state and federal specifications.
C. 
Violations and penalties. Unless another penalty is expressly provided by New Jersey Statute, every person convicted of a violation of this section or any supplement thereto shall be liable to a penalty of not more the $40 plus cost.

A. 
The owners of certain private property have requested and the Borough has accepted the responsibility to enforce traffic regulations on private property and approval from the Commissioner of Transportation has approved same. The owners are responsible for the costs and installation of all signs, posts, bolts, or other necessary material required to meet the state and federal specifications. The properties to be enforced are set forth below:

In accordance with the provisions of N.J.S.A. 39:5A-1, the following regulations are hereby made applicable to the property of Immaculate conception Youth Center, 18 South Street: No person shall stop or stand a vehicle anytime upon any of the following described roadway or parts of roadways:

The Pulaski Bancorp M.H.C. has filed a written consent with the Borough of Spotswood that the provisions of Subtitle One of Title 39 of the revised statutes of New Jersey be made applicable to the semipublic roads, streets, driveways and parking lots at the Pulaski Savings Bank located in the Borough of Spotswood, County of Middlesex, and the following regulations shall be enforceable:
A. 
General parking:
(1) 
All vehicles must park in designated areas and between the lines provided.
(2) 
No person shall stop or stand a vehicle upon any of the streets or parts of streets described below:

Handicapped parking: All stalls shall be twelve-foot wide as shown on the attached site plan and signed with the R7-8 and R7-8P (Reserved Parking Sign and Penalty Plate), in the designated parking areas for persons who have been issued the handicapped parking permits by the Division of Motor Vehicles.
B.

(2) 
Regulatory and warning signs shall be erected and maintained to effect the above-designated speed limits authorized by the Department of Transportation.
E. 
Tow away zones. Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zone, oil fills, any grassy area, pedestrian walkway, or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owners expense.
F. 
All signs, posts, or other necessary materials shall be installed and paid for by the applicant. All signing shall conform to the current Manual on Uniform Traffic Control Devices, pursuant to N.J.S.A. 39:4-198 and N.J.S.A. 39:4-183.27.
G. 
Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of this ordinance or any supplement thereto shall be liable for a penalty pursuant to N.J.S.A. 39:4-203.
A. 
Memorial School and Spotswood High School. The following regulations shall apply only to Memorial School and Spotswood High School.
(1) 
Prohibited parking.
(a) 
The provisions of this section shall not relieve any person of the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.
(b) 
No person shall park a vehicle on any roadway or in any parking lot except in designated stalls.
(c) 
In addition, all entrances to the high school should be signed with the following legend:

AND BETWEEN THE LINES PROVIDED
(d) 
All signing shall conform to the Manual on Uniform Traffic Control Devices for Streets and Highways.
(2) 
Reserved parking. All reserved stalls and vehicles must be properly marked.
(3) 
Handicapped parking. All handicapped parking stalls and vehicles must be properly identified.
(a) 
All angle handicapped stalls shall be 12 feet wide.
(b) 
All parallel handicapped stalls shall be 22 feet long.
(4) 
School bus parking. (Reserved)
(5) 
Tow away. Any vehicle parked so as to obstruct or impede a normal flow of traffic, block entrance or exitway, block dempsey dumpsters, loading zones, fire hydrants, oil fills, any grass area, pedestrian walkway, parked in violation of these regulations or present in any way a safety or traffic hazard may be removed by towing the vehicle. The owner or operator shall pay the reasonable costs of the removal and storage which may result from such removal before regaining possession of the vehicle.
(6) 
Stop intersections. The following described intersection is hereby designated as a stop intersection:
(a) 
High School Drive and Memorial Drive: a stop sign shall be installed on Memorial Drive.
(7) 
One-way street. The following described streets or parts of streets are hereby designated as one-way streets in the direction indicated:

(8) 
Bus stop. The locations described are hereby designated as bus stops. No vehicle other than an omnibus, picking up or discharging passengers, shall be permitted to occupy such location.
(a) 
Along Memorial Drive. Southbound on the westerly side thereof at:

High School Drive (near side) Beginning at a point 50 feet north of the curbline of High School Drive and extending 105 feet in a northerly direction.
[2] 
Entire length from North Street to High School Driveway.
B. 
Prohibited parking in additional areas. In accordance with the provisions of N.J.S.A. 39:4-197, the following municipal and additional Board of Education property shall have the movement of traffic controlled by the type of regulation indicated. No person shall operate or park a vehicle in violation of the regulations indicate`d.
(1) 
Appleby School (Vliet Street): All vehicles must park in designated area between painted lines.
(2) 
Memorial Drive: Parking is prohibited on both sides.
(3) 
Spotswood Municipal Building Parking Lot (77 Summerhill Road): All vehicles must park in designated area between painted lines. Such are to be determined by the Borough administration. No person, unless authorized, shall park a vehicle in the reserved parking spaces, as designated per site plan.
(4) 
Spotswood Public Library (Main Street): Along both sides of the roadway, which is 15 feet in width, from a point where the roadway intersects with Main Street, north, for a distance of 338 feet.
