Whenever a sponsoring agency shall notify the mayor
in writing that it intends to establish a community residential facility
for the mentally disabled at a specified address within the city,
the mayor may set the time and place for a public hearing covering
the sponsoring agency's notification to the city. Such public
hearing shall be held prior to the city's response to the sponsoring
agency and the commissioner of the office of mental retardation and
development disabilities.
