As used in this chapter, the following terms shall have the meanings indicated:
COMMUNITY SERVICE OFFICER
A multifaceted uniformed civilian position encompassing a variety of police service functions, including but not limited to crossing guard and parking enforcement assignments, radio and telephone communication assignments, basic report writing and clerical work, including report distribution, public contact, sorting records, filing.
PARKING ENFORCEMENT OFFICER
Within the Township of Maplewood, shall have the same definition as provided in N.J.S.A. 40A:9-154.8.
There shall be an agency within the Township to be known as the "Parking Service Agency."
The purpose of the Parking Service Agency shall be to provide and manage parking within the Township, including but not limited to on-street parking and parking within lots or other facilities owned, leased or otherwise under the control of the Township.
A. 
The Parking Service Agency shall be under the direction of the Chair of the Parking Service Agency, who shall be appointed annually by the Township Committee.
B. 
The Chair of the Parking Service Agency shall have oversight of all parking within the Township, shall supervise and direct all employees of the Parking Service Agency, receive and respond to citizen inquiries and complaints, interface with Township advisory committees, including the Township Transportation Advisory Committee,[1] perform other duties as assigned by the Township Committee.

The employees of the Parking Service Agency shall include parking enforcement officers, community service officers and such other support, maintenance and enforcement staff as may be approved from time to time by the Township Committee.
Enforcement of parking regulations in the Township, including but not limited to time limit and general prohibitions, shall be performed by Township police officers, parking enforcement officers and community service officers.
No later than December 31 of each calendar year, the Chair of the Parking Service Agency shall deliver a report to the Township Committee concerning the state of parking within the Township, which report may contain recommendations concerning establishing rules and regulations and provisions for providing effective, efficient, economical and convenient parking services to the community.
