No person shall have in his possession any open bottle or container containing liquor, beer, wine or other alcoholic beverage while such person is on any public street, highway or sidewalk or while such person is in any public park, parking area or any other public place or in any motor vehicle (where it shall be presumptive evidence that all occupants thereof are in possession of said open bottle or container), excepting those premises duly licensed for the sale and consumption of alcoholic beverages.
The foregoing prohibition shall not apply in the event of a fair, picnic or other community gathering for which special permission has been granted by the Village Board of Trustees.
Any person violating any provision of this chapter shall be punishable as set forth in Chapter 1, General Provisions, Article III, General Penalty.
