A tax is hereby levied on all real property, improved and unimproved,
within the Township of Warminster subject to taxation for the 2017
and subsequent tax years of 1.85 mills on each dollar of assessed
valuation or at the sum of $185 for each $100,000 of assessed valuation
for the purpose of supporting the maintenance of the Warminster Township
Free Library.

The words, phrases and provisions of this Part 8 are not to
be interpreted in a way that results in an absurd construction of
the meaning or in a way that causes one provision to contradict another.

The provisions of this Part 8 shall be liberally construed to
effectively carry out the purposes that are hereby found and declared
to be in furtherance of the public health, safety, welfare and convenience.
