A. 
Every new or replaced lighting fixture on any parcel in any business district or on any parcel owned by the Village of Brightwaters, whether attached to a structure, freestanding, or affixed to a utility pole, shall be directed downward with a zero-degree horizontal cutoff to the illumination. No reflectors shall be mounted within 20 feet of the fixture to redirect the light emanating from the fixture. Replacement of a bulb within an existing fixture is not a replacement of a fixture and thus not governed by the above standards.
B. 
The above standards do not apply to:
(1) 
Illumination of any United States flag pursuant to the U.S. Flag Code (4 U.S.C.) or pursuant to any U.S. presidential order;
(2) 
Temporarily installed decorative lighting no greater than 1,000 cumulative wattage per parcel between November 15 of any year and January 7 of its immediately succeeding year; and
(3) 
Internal lighting of translucent signs for which a Village permit is in effect, but external lighting of opaque signs is not exempt and must comply.
