No person, except as authorized by ordinance of the City or by order, regulation, license or permission of any officer of the City duly authorized, and except officers and employees of the City for some public purpose or use, shall in any manner dump, abandon, place, deposit, throw or scatter any waste, rubbish, refuse, debris, paper, sand, gravel, concrete, earth, excavated materials, ashes, leaves, grass, yard rakings, shavings, hay, straw or other combustible material in or upon any public place, including, but not limited to, streets, alleys, sidewalks, ditches, drains and gutters, but excluding public dumping grounds, or, without the consent of the owner thereof, upon any private property not his own; or remove or permit any such material to be removed from any building or premises in such manner or transported in such manner as to cause the littering of any such place. Nothing in this section shall be deemed to prohibit the placing of yard rubbish, ashes or other permitted materials in proper containers outside of and adjacent to the traveled portion of a street for collection by the City, but only at such times and in such manner as may be provided by rules and regulations established and approved by Council.

No person shall distribute on the streets or other public ways of the City any handbill, flyer, dodger or free advertising sheet unless the same is placed under the doors or in the houses on the premises of the parties to whom the same is given or distributed.

Whoever violates any of the provisions of this chapter shall be fined not less than $50 nor more than $1,000 or shall be imprisoned for not more than 90 days, or both. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
