Discharge of firearms in parks and beaches — See Ch. 98, Art. II.

Hunting and the discharge of firearms, without written permission of the Board of Selectman, on any property owned by the Town of Bethlehem is prohibited.

Any person violating this chapter shall be fined not more than $250.

The purpose of this chapter is to ensure public safety in the discharge of firearms on private property and is authorized pursuant to Connecticut General Statutes § 7-148(c)(7)(H)(xi) and (xiii), as amended, which authorize a municipality to "provide for the health of the inhabitants of the municipality and do all things necessary or desirable to secure and promote the public health" and to "make and enforce police, sanitary and similar regulations and protect or promote the peace, safety, good government and welfare of the municipality and its inhabitants."

A. 
Targets that may induce a secondary reaction, including, but not limited to, exploding targets, fuel canisters, and binary explosives, are prohibited.
B. 
Persons discharging a firearm shall comply with all applicable federal, state and local laws concerning the possession and discharge of firearms.

Any violation of § 78-4, Regulations, shall constitute an offense and be punishable by a fine of $250 per offense.

If a person who is issued a citation does not make an uncontested payment of the fine(s), penalties, costs, or fees due for noncompliance as specified by the citation, to the Town, he or she shall adhere to the procedure in the "Code of the Town Bethlehem" Chapter 1, Article 1.

Each section of this chapter is an independent section, and the holding of any section or part thereof to be unconstitutional, void or ineffective for any cause shall not be deemed to affect the validity or constitutionality of any other sections or parts thereof.

This chapter shall amend the "Code of the Town Bethlehem," Chapter 78, by adding the above provisions and shall take effect 15 days after publication of a summary of its provisions pursuant to Connecticut General Statutes § 7-157.
