The Clerk of the Board of County Commissioners, County of Essex, is hereby authorized pursuant to N.J.S.A. 40:41A-102 to implement the necessary administrative processes and/or internal control corrections, without retaining the services of an outside vendor, in order to eliminate and/or prevent duplication of the numbering sequence for County resolutions and County ordinances, which currently exists.
A.ย 
The numbering sequence shall be changed for all resolutions and ordinances previously enacted by the Board and those enacted in the future, as follows: R for resolutions, O for ordinances; the full year designation, i.e., 1796, 1800, 1946, 2010; and then add the appropriate number of zeros to the beginning of the existing resolution or ordinance number, if needed, to make it a five-digit number, i.e., R-2010-00013, R-1949-00345, O-1896-34578.
B.ย 
The numbering sequence of resolutions prior to 1900 that currently have no numbers shall be changed as follows: R for resolutions, O for ordinances; the full year designation, i.e., 1796, 1800, 1946, 2010; followed by a chronological number sequence starting with 00001 for each year, i.e., R-1722-00001.
This ordinance does not expressly and/or implicitly rescind, nullify, supersede, amend or alter the content of previous County resolutions and County ordinances duly enacted by the Board of County Commissioners, County of Essex, subsequent years.
Upon adoption, the Clerk of the Board of County Commissioners shall forward certified copies of this ordinance to all municipal clerks within the County of Essex, the Commissioner Clerks of each New Jersey county, the Essex County Court Administrator's office and Trial Court Administrator, the Office of the Governor, the Office of Archival Record Management, the New Jersey Attorney General's office, all Constitutionals within Essex County, the New Jersey Historical Society, and to be published in appropriate newspapers.
