For the purpose of this chapter, the following words and terms
shall have the meanings given:
Any automobile which has been licensed by the New Jersey
Motor Vehicle Commission as a limousine or livery car and is hired
to provide prearranged transportation at a premium fare on a dedicated,
nonscheduled charter basis and with a seating capacity of no more
than 14 passengers, not including the operator of the vehicle.
A license required by all owners of a limousine or livery
service having a principal place of business or doing business within
the Township.
Having a place of business, office, dispatcher location or
storage yard for vehicles within the Township of Plainsboro or accepting
passengers from points within the Township.
Any automobile engaged in the business of carrying passengers
for hire which is held out, announced or advertised to operate or
run or which is operated or run over any of the streets of this Township
and particularly accepts such persons as may offer themselves for
transportation from points or places to points or places within or
outside of the Township. This shall not include any vehicle which
is licensed by the state to operate as a limousine.
A license required by all taxi drivers operating within the
Township.
A license required by all owners of taxis operating in the
Township.
A limousine or taxi as defined herein.
A letter of consent, for the purpose of motor vehicle registration,
will be issued by the Township after submission of the appropriate
application to the Township Clerk. The issuance of the letter of consent
shall not be construed as the issuance of any license by the Township.
Every applicant for a Township license issued under this chapter
shall pay the applicable fee to the Township Clerk at the time the
application is submitted. Fees submitted to the Township Clerk in
connection with an application for any license issued pursuant to
this chapter shall not be refundable.
A.
Taxi owner's license (new): as determined by auction.
B.
Taxi owner's license (renewal): $75 per year.
C.
Taxi vehicle fee: $50 per vehicle per year.
D.
Taxi driver's license: $50 per year.
E.
Limousine owner's license: $50 per year.
F.
Limousine vehicle fee: $10 per vehicle per year.
G.
Consent letter fee: $25.
H.
License replacement fee: $10.
I.
Late fee: $25.
The schedule of fare rates to be charged by the owner or driver
of any taxi licensed under this chapter shall be filed with the Township
Clerk and shall be conspicuously displayed on the inside of the taxi.
No owner or driver shall charge a rate in excess thereof. Any change
in the schedule of fare rates shall be submitted to the Township no
less than 10 days prior to the change in the fare rate.
No license issued under this chapter shall be transferable or
assignable.
The smoking of tobacco shall not be permitted in any vehicle
for hire licensed by the Township during the operation of such vehicles.
The prohibition shall be conspicuously posted in each vehicle for
hire.
Any license issued under this chapter may be revoked or suspended
at any time for cause if the owner, driver or vehicle for hire is
found to be unfit, for a violation of any state or federal statute
or motor vehicle law, if the vehicle for hire is not in a safe condition
for the transportation of passengers, not kept in conformity with
the terms of this chapter, or for the violation of any of the provisions
of this chapter. Licenses may be suspended by the Township Committee
or the Township Clerk, but no license shall be revoked except by action
of the Township Committee after notice and a hearing.
