A registry of the ownership of all real estate in the Borough of Doylestown, County of Bucks and State of Pennsylvania, is hereby established.

The Secretary of Borough Council of the Borough of Doylestown shall cause to be made all necessary books, maps and plans to show the location and dimension of each property in the said Borough, the house number, if any, and the name of the owner or owners thereof, with blank places to insert the names of future owners, and the dates of future transfers of title. All such books, maps and plans shall be carefully preserved and shall be so kept by additions from time to time to show at all times the ownership of every lot or piece of real estate or subdivision thereof within the said Borough with the succeeding transfers of title from the date of this Part.

All persons, firms and corporations acquiring title to real estate within the said Borough, whether by purchase, devise, partition or in any other manner whatsoever, shall furnish to the said Secretary at the Office of the Borough Council within one month after acquiring such title, descriptions of their respective properties, upon blanks to be furnished by the said Borough, and shall present their deeds or other instruments of conveyance to be stamped by the said Secretary as evidence of the registration thereof no later than two business days after the recording of said deed in any office of the County of Bucks kept for that purpose. The deed may be furnished to the Secretary by personal delivery or by registered or certified mail, return receipt requested.

For each deed or instrument of conveyance registered in the Office of the Borough Council in accordance with the provisions of this part, the registrant shall pay for the use of the said Borough of Doylestown, the sum of $10.

Any person, firm or corporation who shall violate any provision of this Part 5 shall, upon conviction thereof, be sentenced to pay a fine of not more than $300; and/or to imprisonment for a term not to exceed 90 days. Every day that a violation of this Part 5 continues shall constitute a separate offense.
