Any person or business must pay all delinquent fees, charges,
property taxes, or personal property taxes prior to the issuance of
a license or permit.
A.
Application. Every application for a license or permit required by
this chapter shall be made upon a form furnished by the Village Clerk
or designee and verified. The appropriate license or permit fee, together
with a publication fee, if any, shall be paid to the Village Clerk
or designee at the time of filing such application. No initial license
or permit fee shall be refunded unless the granting of the license
or permit is denied.[1]
B.
Issuance. Licenses, when granted, shall be issued by the Village
Clerk or designee and shall state the date thereof, the day from which
it shall be in force, the name and place of business of the person
to whom it is issued, the particular purpose and the time period for
which issued, and the amount of license fee paid. The Village Clerk
or designee shall keep all such applications on file and keep a record
of all licenses issued. If any license applied for is denied, the
Village Clerk or designee shall return the license fee to the applicant.[2]
C.
Termination. Except as otherwise specifically provided, every license
or permit granted under this chapter shall terminate or expire on
June 30 of each year.
D.
Prorating of fees. Except as otherwise specifically provided, no
initial license or permit fee shall be prorated.
E.
Refund of fees. No license or permit fee shall be refunded if a license
or permit is surrendered or revoked for cause.
F.
Transfer of licenses and permits. No license or permit may be transferred
from the licensee or permittee to another person unless otherwise
provided in this chapter.
G.
Suspension and revocation of licenses and permits. Except as otherwise
specifically provided, any license or permit granted under this chapter
may be suspended or revoked by the Village Board for cause after giving
the licensee or permittee an opportunity to be heard, as provided
by law.
