A. 
There is hereby imposed upon the owners of, or the users of water in or on, all properties situate within the limits of the Township and served by the public sanitary sewage system a revision of sewer service charges for the use of said system, payable as hereinafter provided in the amounts hereinafter provided. The revised rates shall be applicable with the first billing after the third cycle billing in 2012 and thereafter, and shall include all sewer service rendered as a result of that billing, or on a date 45 days after notice to connect to the public sanitary sewage system is given as provided in ordinances of the Township. Said owners and users shall be jointly and severally liable for the payment of the sewer service charge and for the penalty and interest herein prescribed for delinquent payment thereof.
B. 
The Authority may charge a fee to cover expenses related to all federal and state mandates, which shall include but not be limited to the costs to administer and implement said mandates.
C. 
The Authority shall pass on to the consumer an administration charge of 15% for pretreatment standards and/or pretreatment charges incurred by the Authority as identified in Articles II and IV herein, as well as a surcharge of 10% to cover the additional costs incurred by the Authority.

Sewer service charges shall be calculated on water consumption and shall be as follows:
A. 
For residential properties for each billing cycle:
(1) 
The rate shall be $10.50 per 1,000 gallons for every 1,000 gallons over 6,000 gallons.
(2) 
There shall be a minimum billing cycle charge of $63 up to 6,000 gallons.
(3) 
Rates shall be amended annually or from time to time by resolution of the Board of the North Versailles Township Sanitary Authority.
B. 
For commercial properties for each billing cycle:
(1) 
The rate shall be $10.75 per 1,000 gallons for every 1,000 gallons over 6,000 gallons.
(2) 
There shall be a minimum billing cycle charge of $64.50 up to 6,000 gallons.
(3) 
Rates shall be amended annually or from time to time by resolution of the Board of the North Versailles Township Sanitary Authority.
C. 
Flat-rate water users. All owners of or the uses of water in or on all residential properties supplied with unemtered water service by any Water Authority or Utility or having unmetered private water supply shall pay a flat-rate sewer service charge of $130 per quarter or its adjusted equivalent for sewer service periods of less than one quarter; all commercial property users shall pay a flat-rate sewer service charge of $135 per quarter or its adjusted equivalent for sewer service periods of less than one quarter.

A. 
Each sewer service charge, surcharge and penalty imposed by this article shall be a debt due the Township or Township Board of Commissioners and shall be a lien on the property served, and if not paid within 30 days after the date of the bill shall be deemed delinquent. In such event, the Township or Township Board of Commissioners may proceed to file a lien in the nature of a municipal lien in the office of the Prothonotary of Allegheny County, Pennsylvania, and collect the same in the manner provided by law for the filing and collection of municipal claims; or the Township or Township Board of Commissioners may proceed to collect such delinquent sewer service charge, surcharge and penalty by an action in assumpsit, or by distress of personal property on the premises. In the event of failure to pay the sewer service charge, surcharge or penalty after they become delinquent as herein provided, the Township or Township Board of Commissioners shall be authorized, in addition to any other remedies authorized by law, to remove or close the sanitary sewer connection and shall have the right to enter upon the property served for such purpose and to take such steps as may be necessary to accomplish such removal or closing. The expenses of such removal or closing, as well as the expense of restoring any such sewer service or connection, shall likewise be a debt due the Township or Township Board of Commissioners and a lien on the property served and may be filed and collected as hereinabove provided, and such sanitary sewer connection shall not again be turned on or the sewage service restored until all sewer service charges, surcharges and penalties, including the expense of removal, closing and restoration, shall have been paid.
B. 
Penalties. Any person, firm or corporation who shall violate any provision of this article shall, upon conviction thereof, be sentenced to pay a fine of not more than $1,000 and/or to imprisonment for a term not to exceed 30 days. Every day that a violation of this article continues shall constitute a separate offense.

C. 
Change of ownership or occupancy of any property served by the public sanitary sewerage system for which the service charge, surcharge or penalty imposed by this article is delinquent, as provided in Subsection A hereof, shall not be a cause for reducing or eliminating the rights and remedies of the Township or Township Board of Commissioners set forth in this section.
