GENERAL REFERENCES

The owners and residents of any real property located within the Village limits of the Village of Baldwin shall recycle the following items:
A. 
Aluminum;
B. 
Tin cans;
C. 
Glass;
D. 
Plastic;
E. 
Paper;
F. 
Cardboard;
G. 
Newspapers;
H. 
Any additional items mandated by state or federal statute.
The Village will contract with a private garbage hauler to provide pickup of the recycled materials at all one- to four-unit residences.
Charges shall be paid by Village residents directly to the private garbage hauler providing the recycling service.

Pickup of recycled materials shall be every other week on the same day of the week refuse is collected unless a notice is published in the Baldwin Bulletin at least one week in advance notifying residents of an alternative pickup date.
Owners of property other than one- to four-unit residences shall contract or provide their own collection of the recyclable materials described above.
No person or entity residing or doing business within the Village of Baldwin shall be permitted to dump recyclable materials in the Village landfill after September 10, 1988.
No metal dumpsters shall be located at one- to four-unit residences. Metal dumpsters may be located in other areas of the Village; however, such location shall be in an inconspicuous location at the rear of the property, not readily visible from the street. The metal dumpsters shall be placed on a level area constructed of concrete or a bituminous surface.
Any person who violates any provision of this section or any regulation rule or order made hereunder upon conviction, shall be subject to a penalty as provided in § 1-4 of this Code.
The Village will contract with a private garbage hauler to provide weekly pickup of normal household garbage from all one- to four-unit residences within the Village limits of the Village of Baldwin.

Residents shall choose a sticker/bag system or volume-based cart system for garbage pickup as described in Subsections A and B below:
A. 
Residents may purchase stickers to be attached to all garbage bags filled with nonrecyclable normal household garbage. The price of the sticker shall be $2.20. Bags without stickers will not be picked up. The Village Clerk-Treasurer shall provide notice to the public of the procedure and location for purchasing stickers.
B. 
As an alternative to the sticker/bag system, residents may pay for a volume-based cart service. Residents shall pay the private garbage hauler quarterly. Rates will be agreed upon with the private garbage hauler and the Village Board.

The Baldwin Landfill shall be available for the burning of clean wood and brush at times to be posted at the landfill. A roll-off site at the landfill shall be provided semiannually in spring and fall for the disposal of lawn chairs, swing sets and other similar extraordinary items of household debris. This roll-off site may not be utilized by any commercial enterprise.
Any garbage generated in districts other than one- to four-unit residences must be removed at least weekly by a licensed hauler under contract by the owner of the property.
No person shall be permitted to place any item in a dumpster unless authorized by the owner of the property on which the dumpster is located. Any person who violates this section shall be subject to the penalties in § 501-9.
Any person who violates any provision of this section or any regulation, rule or order made hereunder, upon conviction, shall be subject to a penalty as provided in § 1-4 of this Code.[1]

The private garbage hauler shall provide notice to the owner of a rental property when a tenant is delinquent in payment of recycling and garbage hauling fees. A copy of the delinquent billing notice sent to the owner's address on file with the private garbage hauler shall constitute satisfactory notice under this section.
