No person shall be a collector of, dealer in, or keeper of a shop for the purchase, sale, or barter of junk, old metals, or secondhand articles without a license issued by the Select Board. Said Board shall have those powers relative to such licensing authority as are set forth in MGL c. 40, § 54; provided, however, that no such license shall be required where the articles are wholly contained within one or more structures.
