A. 
When any vehicle is parked or abandoned on any highway or in a municipally controlled parking area within the incorporated limits of this Village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway or municipally owned parking area upon which said vehicle is parked or abandoned, said vehicle may be removed by the County Sheriff's Department or the DPW Superintendent or his designee.
B. 
When any vehicle is found unattended on any highway or in any municipally controlled parking area within the incorporated limits of this Village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by the County Sheriff's Department or the DPW Superintendent or his designee.
C. 
When any vehicle in any municipally controlled parking area is parked beyond the period of legal parking time as posted or established by this chapter or is parked in a prohibited area as posted or is parked in such manner as to obstruct traffic or to prevent the removal of snow from the immediate area, said vehicle may be removed by the County Sheriff's Department or the DPW Superintendent or his designee.

After removal of any vehicle as provided in this article, the County Sheriff's Department or the DPW Superintendent or his designee may cause such vehicle to be stored in a suitable place at the expense of the owner. Such owner or person in charge of the vehicle may redeem the same upon payment to the Village Clerk-Treasurer or his or her designee, including but not limited to the company retaining the vehicle, of the amount of all expenses actually and necessarily incurred in effecting such removal, together with any charges for storage.

The County Sheriff's Department or DPW Superintendent or his designee shall attempt to ascertain the owner of such vehicle or person having the same in charge and to notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem the same.
