The following provisions shall apply to all buildings, structures and uses lawfully existing on the effective date of this chapter. Also to all buildings and uses that may become nonconforming by reason of any subsequent amendment to this chapter and the Zoning Map and to all conforming buildings housing nonconforming uses.
A. 
Existing nonconforming uses and structures. The lawful use of any building, structure, or land existing at the time of the enactment of this chapter may be continued although such use does not conform to the provisions of this chapter.
B. 
Unsafe structures. Any structure or portion of that structure declared unsafe by a proper authority may be restored to a safe condition.
C. 
Restoration. Any building damaged by fire or other causes may be repaired or rebuilt for the same, but not a different, nonconforming use. A building which is not conforming as to setback and which is destroyed shall be rebuilt to meet the front yard setback for the district in which it is located if the lot's dimensions permit. If, due to the lot's dimensions, the front yard setback cannot be met, the new building may be rebuilt in the same place as the building damaged by fire or other causes.
D. 
Extension. Any nonconforming use, building or structure may be enlarged up to, but not more than, 10% of its floor area as it existed at the time of passage of this chapter. Such enlargement must conform to all other regulations of the district in which it is located and may be used only for the existing nonconforming use. Any such enlargement, with the exception of single-family residential units, is subject to § 500-21, Site plan review.
E. 
Displacement. No nonconforming use shall be extended to displace a conforming use.
F. 
Abandonment. No nonconforming use which shall have ceased for a period exceeding two years shall be resumed.
G. 
Mobile homes. No provision of this chapter shall prohibit or restrict, in any way, the right of a mobile home owner owning a mobile home on the effective date of this chapter to replace his or her mobile home with one of equal or greater value. The replacement mobile home shall comply with all applicable laws.
H. 
Special lot regulations. Notwithstanding the limitations imposed by any other provision of this chapter, any substandard lot which exists at the time of enactment of this chapter can be built upon. The minimum setback requirements shall be reduced in proportion to the size of the lot as compared to the minimum required for the district.
