(a) 
Purpose and duties. There is hereby created a Personnel Review Board. The purpose of the Board shall be to establish fair and equitable methods and standards, free from political interference, for the hiring, firing, promotion, and disciplining of Township employees and to advise the Council concerning rules and regulations necessary to insure a fair and equitable evaluation of employee performance.
In addition to the duties of the Board under Division 4 of this Article, the Board shall be responsible for certifying, where applicable, applicants, for hiring and promotion and conducting examinations so that only the best qualified employees are hired and promoted. The Board shall hear appeals concerning the hiring, firing, disciplining or promotion of Township employees according to the rules and regulations set forth by Council.
(b) 
Membership. The Civil Service Commission shall consist of five Commission members who shall be qualified electors of the Township and shall be appointed by Council initially to serve for the terms of two, four and six years, and as terms thereafter expire shall be appointed for terms of six years. Any vacancy occurring for any reason whatsoever shall be filled for the unexpired term within the period of 30 days after such vacancy occurs.

All terms of appointment shall commence on the first Monday of the year of appointment. For purposes of transition to a five-member Commission, the fourth Commission member shall initially serve for a term of four years and as the term expires shall be appointed for terms of six years. The fifth Commission member shall initially serve for a term of six years and as the term expires shall be appointed for terms of six years.
(c) 
Organization meeting; filling of vacancies. The Commission first appointed shall organize within ten (10) days of its appointment and shall elect one member as its Chairman, one member as its Vice-chairperson and one as its Secretary. The Commission shall thereafter meet and organize on the first Monday of February, or with cause at a later agreed upon date of each even-numbered year. Each Commission member shall be notified in writing of each and every meeting. Three (3) members of the Commission shall constitute a quorum and no action of the Commission shall be valid unless it shall have the concurrence of at least three (3) members.

(d) 
Meetings. The Board shall meet on call of the Chairman, or in his absence on call of the Vice Chairman. Special meetings shall be called at the request of a majority of the members of the Board, or at the specific request of the Council. Each member shall be notified in writing of each and every meeting and at least 72 hours in advance thereof.
(e) 
Records. The Board shall keep official, written minutes of its proceedings and records of examinations and other official actions.
(f) 
Reports. The Board shall make an annual report to the Council containing a brief summary of its work during the year, which shall be available for public inspection.
(g) 
Other ordinances, rules and regulations. All references to the Personnel Review Board, redesignated herein as the Civil Service Commission, in all ordinances, resolutions, rules and regulations of the Township shall hereinafter mean the Plymouth Township Civil Service Commission.

(a) 
There is hereby recognized the existence of a Municipal Authority as established by Ordinance No. 122, adopted December 1, 1947, pursuant to the provisions of the Municipality Authorities Act of 1945, approved the second day of May A.D. 1945, P.L. 382, as amended.
(b) 
The corporate existence of the Municipal Authority shall be fifty (50) years from the date of approval of amendment to its Articles of Incorporation, which date of approval is May 13, 1959.
(c) 
The function of the Municipal Authority shall be to construct and finance sanitary sewer systems for the Township and to perform such other functions as may be requested by the Council and which shall fall within the purposes and powers set forth in the Municipality Authorities Act of 1945 as amended.
(d) 
The Municipal Authority Board shall be comprised of five (5) members. Their terms of office shall be five (5) years and shall be so fixed that the term of office of one member shall expire each year. Appointments to fill vacancies shall be for the unexpired portions of the terms. All appointments to the Municipal Authority shall be made by the Township Council.
(e) 
The Municipal Authority shall annually appoint a Chairman, Vice Chairman, Secretary and such other officers as it may deem necessary for the orderly procedure of its business.

(A) 
Established. Under the authority of Act 108 of the Pennsylvania Legislature of 1979, the Township of Plymouth hereby establishes the Personnel Review Board of Plymouth Township as an "Educational Service Agency."
(B) 
Functions. The function of the Educational Service Agency shall be:
(1) 
Annual preparation, on or before the first day of November of each year, of a budget, to be submitted to the Township Council for approval, showing proposed costs for the succeeding year of compensating crossing guards or special school police to serve in Plymouth Township.
(2) 
Exercise supervision over the crossing guards or special school police by:
(a) 
Establishing, administering and enforcing rules and regulations for the work and conduct of crossing guards or special school police;
(b) 
Establishing work schedules in conjunction with the Police Department of Plymouth Township and designating the locations where and when the various individuals are to be on duty;
(c) 
Providing for supervision as required; and
(d) 
Exercising any and all other prerogatives normally associated with personnel management.
(3) 
Receive and thereafter pay over to the Township payments by the school district or any other gift, grant, device or bequest.
(C) 
Duration. The Educational Service Agency hereby recognized and formally established shall continue until changed or abolished by action of the Township Council of Plymouth Township or until suspension of Act 108 of 1979 as adopted by the Legislature of the Commonwealth of Pennsylvania.
