The Township of Connoquenessing recognizes a need for registration
of residential units within the Township in order to insure appropriate
identity of various residents of the Township for registration and
taxation purposes. The Township recognizes that the most efficient
system to provide for these rental occupant's registration is
to require the landlord to file periodic notices with the Township
identifying its residential lessees.
As used in this article, the following terms shall have the
meanings indicated:
A building used, or designed, as a residence for one or more
families living independently of each other, including but not limited
to house, duplex, apartment, condominium and/or mobile home.
No person shall hereafter occupy, allow to be occupied or let
to another person for occupancy, any residential rental unit within
the Township of Connoquenessing unless the landlord/lessor provides
the Township, on or before the 15th day of each month, the name, address
and number of persons occupying each specific unit. The registration,
which shall be set forth on a form supplied by the Township, shall
contain the following minimum information:
No fee shall be charged for this registration.
Any person who violates or permits a violation of this article
shall, upon conviction in a summary proceeding brought before a Magisterial
District Judge under the Pennsylvania Rules of Criminal Procedure,
be guilty of a summary offense and shall be punishable by a fine of
not more than $1,000, plus costs of prosecution. In default of payment
thereof, the defendant may be sentenced to imprisonment for a term
not exceeding 90 days. Each day or portion thereof that such violation
continues or is permitted to continue shall constitute a separate
offense, and each section of this article that is violated shall also
constitute a separate offense.
