(a) 
There is hereby created within the City of Poughkeepsie an advisory body to be known as the "Poughkeepsie Institute" to consist of 24 members constituted as follows: the Mayor; the Chairperson of the Common Council of the City of Poughkeepsie; six members to be appointed by the Mayor upon the recommendation of the participating area colleges (as the participating area colleges are hereinafter identified) which said members shall not be a part of the student body of said colleges; nine members to be appointed by the Mayor with the concurrence of the Common Council to represent a cross section of community interests; six student representative members to be appointed by the Mayor upon the recommendation of each college president; one member to be appointed by the Mayor upon the recommendation of the Greater Poughkeepsie Library District. Individuals holding other public office within the government of the City of Poughkeepsie or within any other unit of government are eligible for appointment as members of the Poughkeepsie Institute.
(b) 
The terms of office of the members of the Poughkeepsie Institute shall be at the pleasure of the Mayor.
(c) 
The Poughkeepsie Institute is created as an advisory body to offer to the City of Poughkeepsie academic resources from six area colleges to help inform and develop community initiatives in collaboration with local political, social, religious and business leaders. The Poughkeepsie Institute, further, is intended to augment the experiential dimensions of the intellectual life of both students and faculty of the six participating area colleges by fostering a formal and vibrant relationship with the government of the City of Poughkeepsie. The six participating area colleges are Bard College, Dutchess Community College, Marist College, State University of New Paltz, Vassar College and Culin Institute of America. The Poughkeepsie Institute will seek collaboration with governmental units outside of the government of the City of Poughkeepsie, including county governmental officials, and, further, with neighborhood groups, human services agencies, businesses, religious congregations and arts organizations in order to better carry out its tasks. The Poughkeepsie Institute's primary focus, although not its exclusive focus, will be on urban issues, such as economic development, crime, poverty, land use, art, community spirit, community organization and education. The Poughkeepsie Institute is authorized to provide resources, research services, policy discussion, lectures, student interns, faculty assistance and general aid and guidance to the government of the City of Poughkeepsie within the areas described in this subsection.
(d) 
The Poughkeepsie Institute may adopt rules, regulations and procedures to govern its operations, including the selection of officers, the establishment of meeting times, the establishment of voting procedures, the adoption of bylaws and all other provisions necessary and/or reasonable for the effective functioning of the Poughkeepsie Institute.
(e) 
The Poughkeepsie Institute is determined to be an advisory body of the City of Poughkeepsie and, subject to such other provisions of law as may be applicable, including budgetary appropriations, the Poughkeepsie Institute is eligible to receive supplies, clerical and administrative assistance, meeting space and technical support and services from the government of the City of Poughkeepsie and the officers and employees of the City of Poughkeepsie.
