(a) 
The use of the city POTW and other public sewers tributary thereto shall be strictly limited and restricted, except as provided in Subsection (b) hereof, to receive and accept the discharge of sewage generated on or discharged from real property lying within the bounds of the City of Poughkeepsie.
(b) 
The discharge of sewage generated on or discharged from real property lying outside the bounds of the City of Poughkeepsie into the city POTW and other public sewers tributary thereto shall be made only with the express consent of the City Engineer and upon the issuance of a permit setting forth the terms and conditions for such discharge.

All requirements, directives and orders calling for the mandatory use of the city POTW or other public sewers tributary thereto for the proper discharge of sewage compatible with these rules, regulations and ordinances shall be established by the City of Poughkeepsie and the health departments having jurisdiction.

It shall be unlawful for any person to place, deposit or permit to be deposited in an unsanitary manner on public or private property within the City of Poughkeepsie, or in any area under the jurisdiction of said city, any human or animal excrement, garbage, solid waste or other objectionable waste.

It shall be unlawful to discharge to any natural outlet within the City of Poughkeepsie, or in any area under the jurisdiction of said city, any sewage or other polluted waters, except where suitable treatment has been provided in accordance with subsequent provisions of this chapter.

Except as hereinafter provided, it shall be unlawful to construct or maintain any privy, privy vault, septic tank, cesspool or other private sewage disposal system, intended or used for the disposal of sewage within the City of Poughkeepsie.

The owners of all houses, buildings or properties used for human occupancy, employment, recreation or other purposes, situated within the city and abutting any street, alley or right-of-way in which there is now located or may in the future be located a public sanitary or combined sewer, are hereby required at their expense to install suitable toilet facilities therein and to connect such facilities to the proper public sewer in accordance with the provisions of this chapter within 90 days after date of official notice to do so, provided that said public sewer is within 30 meters of the property line.
