Whenever a parcel of land or a building is divided in interest whereby a portion is owned by an Industrial Development Agency, and leased to a third party or subject to an installment sale contract in favor of such third party, and the balance of the land or building is owned by such third party, then for the purposes of compliance with the zoning and building codes the parcel of land or building is considered to be owned by such third party.
