There shall be a Chief Procurement Officer appointed by the Mayor and who may be removed by the Mayor.

The Chief Procurement Officer shall have the powers and duties conferred by General Laws, Chapter 30B, Section 1 et seq., and shall perform such duties as the City Council by ordinance may from time to time prescribe. He shall report to the Mayor. He shall be responsible for all activities related to buying, leasing, renting or otherwise acquiring supplies and services for the City. Said Chief Procurement Officer shall not be subject to the provisions of Chapter 31 of the General Laws.

Subject to the provisions of General Laws, Chapter 30B, and the approval of the Mayor, the Chief Procurement Officer may delegate his powers and duties to one or more officers, officials and employees of the City.
