For the purposes of this chapter, the following terms, phrases,
words and their derivations shall have the meanings given herein,
unless the context in which they are used clearly requires a different
meaning:
Any person, firm, corporation, organization, or department
owning, keeping, having an interest in, or having care, custody or
control of, or harboring one or more cats. A cat shall be deemed harbored
if it is fed or sheltered for 11 consecutive days or more.

No person shall keep, harbor or maintain a cat that roams freely
unless the owner identifies the cat or cats with an identification
collar or tag that shall clearly and legibly state the cat owner's
name and address and/or telephone.
