There shall be an annual billing of county, City and library
taxes which shall become due and payable on January 1 of each year.
All taxes and assessments paid within 30 days of the due date shall
be collected by the Director of Finance without any additional fee.
On all taxes and assessments paid after that date, the Director of
Finance shall collect an additional amount equal to 1% of the tax
due for each month or part of a month after January 31 of the date
on which the tax first became due.
