In the opinion of the Council, the following chapter is necessary
to facilitate movements of traffic and to minimize the obstruction
of travel upon the public streets of this Borough by the general public,
especially vehicular traffic, and under the exercise of the general
police power of the Borough, this chapter will promote the safety,
convenience and general welfare of the general public.
Words and phrases, when used in this chapter, shall have the
meanings prescribed to them in the Motor Vehicle Code of Pennsylvania,
as amended,[1] except those instances where the context clearly indicates
a different meaning. The singular shall include the plural, and the
masculine shall include the feminine.

This chapter shall be considered to include all motor vehicles
and other vehicles and to apply to any and all persons, firms or corporations
owning or operating them.
None of the provisions of this chapter shall be construed as
changing, reputing or affecting any of the other ordinances or regulations
concerning the parking or operating of motor vehicles within the limits
of the Borough.
