A. 
Parking meter spaces. Parking meters shall be installed and parking meter spaces designated and marked for parking of motor vehicles in designated parking meter zones.
B. 
Hours of operation. Parking meters shall be in operation and the provisions of this chapter regulating their operation shall be in force Monday through Saturday from 9:00 a.m. to 5:00 p.m.

C. 
"Time expired" violations. It shall be unlawful and an offense for any person to permit a vehicle to remain or be placed in any parking space alongside or next to which any parking meter is displayed while said meter is displaying a signal showing that such vehicle shall have been already beyond the period of time for which the coin or coins deposited permitted such vehicle to be parked.[1]

D. 
There shall be lines or markings painted or placed upon the curb, sidewalk and/or upon the streets adjacent to each parking meter, for the purpose of designating the parking space for which said meter is to be used. Any vehicle parked in any parking space in a parking meter zone shall be parked wholly within the parking meter spaces marked off and designated and not across or beyond such parking meter space boundary lines or marks or upon any curb or sidewalk. When a parking space in any parking meter zone is parallel with the adjacent curb or sidewalk, any vehicle parked in such parking space shall be parked so that the foremost part of such vehicle shall be nearest to the parking meter; when a parking space in any parking meter zone is diagonal to the curb or sidewalk, any vehicle parked in such parking space shall be parked with the foremost part of such vehicle nearest to such meter.[2]

E. 
Slugs prohibited. No person shall deposit or cause to be deposited in any parking meter any slug, device or metallic substitute or any object except a coin properly issued by the United States Department of the Treasury.

F. 
Tampering prohibited. It shall be unlawful, and a violation of the provisions of this chapter, for any person to deface, injure, tamper with, open or willfully break, destroy or impair, or attempt to destroy or impair, the usefulness of any parking meter installed under the provisions of this chapter. Violations of this subsection shall be punishable as provided in Chapter 1, Article II, Enforcement; General Penalty.[3]

A. 
Establishment of classifications. Within the Borough there shall be meter-by-meter classifications. Parking meter rates shall be a minimum of $0.10 for 15 minutes to a maximum of $0.25 for 15 minutes of parking for any metered space within the Borough. The maximum parking meter times shall provide for a minimum of 15 minutes of parking and a maximum of four hours of parking upon depositing the designated meter charge.

B. 
Designation of classifications. Council, by motion, may designate the classification applicable to a specific street or portion thereof, may direct or authorize the capping of any certain specific meter or meters in any part of a zone, or may direct and authorize the elimination of specified meters and/or the prohibition of parking in any specified area in a zone.
A. 
Collection boxes. It is hereby ordained and enacted by the Borough that a coin collection box system be installed at suitable places at the discretion of the Council for the collection of fines and penalties imposed by various ordinances restricting parking and the metering of parking in the Borough.
B. 
Overtime parking charge. The Council may from time to time establish the various fines and penalties to be imposed for overtime parking. Such fines and penalties shall be termed an "overparking charge." Offenders who wish to pay the overparking charge within 48 hours may deposit the payment of an overparking charge, along with the ticket, into properly marked collection boxes maintained within the Borough.

C. 
Publication of overparking charge regulations. The regulations and overparking charge shall, after adoption by the Council, be duly published on each collection box and at the Police Station.[1]

A. 
Requirements for parking meters. The Borough, being the Council and/or the Mayor, acting through their designees, shall provide for the installation, regulation, control, operation and use of the parking meters provided for in this chapter and shall maintain said meters in good workable condition. Each meter shall be set as to display legal parking upon deposit of an amount as set forth in § 324-18A.

B. 
Purchase and installation of parking meters. The proper officers of the Borough are hereby authorized and directed to enter into a contract for the purchasing and installing of parking meters and to enter into a contract or contracts for such parts and maintenance of such parking meters as may be necessary to maintain the same in good operating condition.
C. 
Use of money collected at parking meters. The amount of coins required to be deposited in parking meters as provided in this chapter are hereby levied and assessed as fees to cover the costs of the supervision, inspection, installation, operation, maintenance, control and use of the parking spaces, regulation of the parking of vehicles, street cleaning and maintenance in the parking meter zones created hereby and for the maintenance of, and traffic regulation on, the streets in the said Borough.

In addition to the authority of Council to temporarily meter all streets within the Borough as set forth in Subsection D below, the following streets and lots are hereby established as daily parking meter zones in the Borough:

B. 
Exceptions. There shall be excepted from the above parking meter zones such spaces as shall be designated as doctors' parking spaces, bus and taxicab stops, loading and unloading spaces, entrances to hotels, theaters, fireplugs and one entrance from each street for each gasoline service station, or other places where parking is now or may hereafter be prohibited or allowed.[1]

C. 
Trucks may be parked free of charge in parking meter zones for the purposes of loading and unloading goods, wares and merchandise to and from structures adjoining the metered parking space. Such parking is limited to 30 minutes. Anyone intending to park a delivery vehicle longer than 30 minutes in a meter zone area shall receive approval from the Police Department at least 24 hours in advance of delivery or pickup.

D. 
Council, from time to time, may, by resolution, change designated parking areas within the Borough for a temporary period not to exceed 90 days. The adoption of such resolution shall be preceded by public advertisement as required by the Pennsylvania Borough Code[3] for ordinances.
