Nothing contained in this chapter of the Code shall be construed
to permit parking of vehicles in those spaces within any parking zone
in which, by other chapters of the Code, parking is prohibited. Until
meters are actually installed in the parking zones hereinbefore described,
the parking of cars in said zones, or that part of the zone in which
parking meters are not installed, shall be limited to such parking
time as has been fixed by other chapters of the Code.
