When streetlights are to be provided in a subdivision, the developer shall be responsible for making the necessary arrangements with the municipality and the public service company involved. When utilities are placed underground in a new road, the subdivider shall also furnish and install all items or things necessary to provide a streetlighting system within the complete subdivision in a manner so as to achieve the lowest rate for the cost of operation of said streetlighting for the Township; all such costs of installation shall be borne by the subdivider who shall provide utility installation for said streetlighting, the only exception being if rock conditions would cause excessive trenching costs.
