Except in necessary defense of person and property and except as provided in § 171-4 of this chapter, it shall be unlawful for any person to use, fire, or discharge within the limits of the Borough of Charleroi, Pennsylvania, any gun, other firearm, or other implement which impels with force a slug of any kind.
Except in necessary defense of person and property and except as provided in § 171-4 of this chapter, it shall be unlawful for any person to use, fire, or discharge any blank cartridge in any gun or other firearm within the limits of the Borough of Charleroi, Pennsylvania, except at public events that have been authorized by the Mayor, or the Chief of Police in his absence.
It shall be unlawful for any person to discharge any air rifle, air pistol, spring gun, BB gun, paintball gun, blow gun, potato gun, bow and arrow, or similar device, or any implement that is not a firearm but which impels a pellet or projectile of any kind with a force that can reasonably be expected to cause bodily harm, at any place within the Borough of Charleroi, Pennsylvania, except as provided in § 171-4 of this chapter and except on a target range which is properly constructed to trap or stop the projectile as ascertained by the Chief of Police.
This chapter shall not apply to:
A. 
Persons licensed to hunt in this commonwealth while actually engaged in hunting where hunting is permitted under the laws of the Commonwealth of Pennsylvania;
B. 
Members of any organization incorporated under the laws of this commonwealth engaged in target shooting upon the grounds or property belonging to or under the control of such organization; and
C. 
Any law enforcement officers when used in the discharge of their official duties.
Any parent of a child who has not reached his or her eighteenth birthday, who knowingly permits such child to violate any provisions of this chapter, shall, upon conviction, be subject to the penalties hereinafter provided.
Penalties shall be as set forth in Chapter 1, Article II, Enforcement; General Penalty, of this Code.
