Council, when it reorganizes, shall appoint a licensed professional engineer to serve as the Borough Engineer. The Borough Engineer shall serve at the pleasure of Council. The Borough Engineer shall be required to have professional liability insurance in an amount no less than $1,000,000. The Borough Engineer may be a person, a corporation, or other legal entity which, pursuant to Pennsylvania law, has capacity to enter into a contract for professional engineering services. The powers, duties and compensation for such Engineer shall be set forth in a written contract, which shall be approved by Council.
